Taken as a whole, Landesbanks and savings banks currently pose a considerable financial risk to the Federal Republic of Germany and the public budgets. We believe that, given the partly grave state of political disarray surrounding the bail-out and future structure of Landesbanks, an open and critical public debate on the future structure of this sector is necessary. This Paper was written in an effort to start this debate.
