On 18 April 2023, the European Commission published the long-awaited reform package on the crisis management and deposit insurance (CMDI) framework. Ioannis Asimakopoulos and Tobias Tröger present their assessment of the proposals and invite policymakers and industry representatives to discuss and share their views.

Ioannis Asimakopoulos is a financial regulation practitioner at Herbert Smith Freehills and affiliated researcher with the Leibniz Institute for Financial Research SAFE. His practice and research focuses on prudential and resolution rules applicable to banks, insurers and financial market infrastructures.

Samy Harraz is Head of Strategy, International Relations and Communications at the Eurozone’s central resolution authority, the Single Resolution Board. He manages the setting of policy surrounding the new resolution regime and coordinates his agency’s liaison with relevant stakeholders in Europe and beyond.

Tobias Tröger is the Director of the Cluster of Law & Finance at the Leibniz Institute for Financial Research SAFE. He holds the Chair of Private Law, Trade, and Business Law, Jurisprudence at Goethe University. In his research, Tröger investigates the internal governance structure of banking union institutions, the reinstallation of market discipline through bank reorganization and resolution (bail-in, resolution plans), green financial regulation, and sustainable corporate governance.

Heinrich Wollny is Acting Head of the Resolution and Deposit Insurance Unit of the European Commission’s Directorate General for Financial Stability, Financial Services and Capital Markets Union (FISMA). In this unit, he has been working on the EU framework for crisis management and guarantee schemes in different financial sectors (CCPs, insurance, banking) and on advancing the Banking Union.

The event is a part of the SAFE Policy Lecture series aiming at fostering debates on policy-relevant issues.
