Title: Safe to Fail
Thomas Huertas will discuss what the authorities, banks and financial market infrastructures need to do, to make banks safe to fail, so that an end can be put to “too big to fail”.
Thomas Huertas is a partner in the Financial Services risk practice at Ernst & Young LLP, where he advises major banks on strategic and regulatory issues, including recovery and resolution and risk governance. Prior to joining Ernst & Young in 2012, Tom was Alternate Chair of the European Banking Authority, a Member of the Executive Committee at the UK Financial Services Authority, a member of the Basel Committee on Banking Supervision and a member of the Resolution Steering Group at the Financial Stability Board. From 1975 to 2004, Tom held a number of senior positions at Citigroup, including Chairman and Chief Executive of Citibank AG (Germany) from 1999 to 2001. In addition, Tom is an Adjunct Professor at the Institute of Law and Finance at Goethe University in Frankfurt. He holds a Ph.D. in Economics from the University of Chicago and has published extensively on financial issues, including Crisis: Cause, Containment and Cure (2nd ed., London: 2011).
